Is school ratings a better way to look at the problem of school recognition?

I think one of the greatest challenges with the current RTE Act is that of recognition or de-recognition of Low Cost schools. With such difficult recognition norms, such as playgrounds and teacher salaries, one thing that is certain is the harassment which these schools are going to face from the hands of School Inspectors.

School Ratings which in turn will lead to graded recognition can be a practical way of ensuring quality of schools while simultaneously giving poor parents a choice towards better quality education for their children.
